Chamber of Advisors: Meeting on the evolution of the civil service in Morocco

Rabat – The evolution of the public service in Morocco was at the center of a meeting organized on Wednesday at the Chamber of Advisors, at the initiative of the National Union of Labor in Morocco (UNTM) in partnership with the Forum of executives and experts.
Placed under the theme “the public service in Morocco: between the reality of transformations and the need to ensure public service”, this meeting highlighted the context of major reforms of the civil service system, governance and quality public services as well as the prospects for development of the civil service.
On this occasion, the Minister Delegate in charge of the Digital Transition and Administration Reform, Ghita Mezzour indicated that the government is ensuring that it pursues the necessary reforms which will make it possible to place the civil service and all its components at the service of the citizen and of the company, in harmony with the national charter of social dialogue signed by the executive and the social partners on May 30, 2022.
As part of the consolidation of this project, Ms. Mezzour affirmed that the government will continue legislative and organizational reforms aimed at promoting and qualifying the State’s human resources and adopting new mechanisms for their management, in addition to implementing implementation of the public services charter, particularly in the section relating to human resources management, support for ethics in the public service and the consecration of the culture of dialogue and the strengthening of consultation mechanisms.
She further noted that the legislative, organizational and human mechanisms and tools necessary in the administration to promote public services and fight against social disparities for the inclusion of citizens, remain a strategic national issue whose achievement requires the support of all, according to an approach enshrining the primacy of the supreme interest of the nation and its citizens.
For his part, the president of the Chamber of Advisors, Enaam Mayara affirmed, in a speech read on his behalf by Abdelilah Hifdi, member of the office of the Chamber, that the public service is among the sectors which are experiencing a great transformation, the The aim is to respond to societal requirements relating to the development and improvement of public services, as well as developments dictated by digital and technological change in the field of public affairs management.
He also stressed that the human element in the public service remains at the center of any reform and one of its main purposes, given its major role in the implementation of strategic projects and the improvement of performance and the efficiency of administration, for public services that meet the requirements of speed and quality, in accordance with the High Guidelines of HM King Mohammed VI.
Several reform projects are underway in the civil service sector, he said, citing, among others, the National Strategy for Digital Transition by 2030 “Maroc digital 2030”, administrative deconcentration, simplification of administrative procedures, public service governance, the national anti-corruption strategy, the program to improve the reception of users of public services, and the consolidation of the official character of the Amazigh language.
For his part, the Secretary General of the UNTM, Mohamed Zouiten indicated that the theme of the public service intervenes in a context marked by the launch of projects relating to the promotion of deconcentration and the decentralization of the administration and to the implementation of advanced regionalization, emphasizing the importance of improving access for all citizens to public services, ensuring that the administration is brought closer to the citizen and facilitating decision-making mechanisms at regional and local.
The president of the Forum of Executives and Experts, Driss Adaoui Skalli, for his part, called for the development of a new human resources management policy, based on a set of principles guaranteed by the provisions of the 2011 Constitution, including efficiency, performance, transparency, accountability and quality of services.
