Rabat – The Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, affirmed, Thursday in Rabat, that the contribution to the improvement of legislative production and control constitutes one of the strategic objectives of his department for the year 2024.
“The ministry will work to strengthen the evaluation of public policy sessions, to follow the progress of written questions through the integrated computer system dedicated to the monitoring of legislative action and the control of government action, while improving responsiveness of the government during the oral question sessions in Parliament”, underlined Mr. Baitas, during the presentation of the sectoral budget of his department, before the Committee on Justice, Legislation and Human Rights in the House of Representatives. representatives.
The ministry also strives to improve communication and coordination between the different government departments in terms of relations with the legislative power, noted Mr. Baitas, adding that his department is also working to strengthen the skills of advisers responsible for parliamentary affairs in the within ministerial offices.
The minister noted that there will also be monitoring of the work of the Technical Commission responsible for parliamentary legislative initiatives and coordination with representatives of government departments within the said Commission to react to legislative proposals, recalling that the process of The electronic exchange between the ministry and the two Houses of Parliament, particularly with regard to questions and answers, was launched this year.
Regarding relations with civil society, Mr. Baitas indicated that his department will continue to implement several programs and projects linked to the “Nassij” strategy for the period 2022-2026, focusing on the projects of legal environment, strengthening the capacities of associations, promoting citizen participation, promoting associative work, partnership with associations for fair access to public financing and associative work, in addition to supporting the transformation digital associations.
In this wake, he explained that the ministry will continue the development of a bill relating to public consultation and another bill relating to associative work, in addition to monitoring the process of the new draft decree relating to the partnership between the State and associations and will contribute to the implementation of a law relating to the national register of associations, in addition to the publication of the orders provided for by the decree implementing Law No. 06.18 relating to the organization of contractual volunteering.
Regarding the digital transition of civil society associations, the minister indicated that his department will work on the development of a national digital platform called “sociétécivile.ma”, specifying that it will include data and services digital linked to legal texts and will constitute a common space between all government departments.
On another note, Mr. Baitas noted that among the strategic objectives of his department are the establishment of effective government communication aimed at public opinion, in addition to the establishment of efficient systems of transparency and good governance.
