Rabat – The “Incentive for the development of disaster risk reduction and prevention activities” Program contributed to the financing of 325 projects, with a total investment reaching 4.72 billion dirhams (MMDH), underlined, Tuesday in Rabat, the Minister of the Interior, Abdelouafi Laftit.

In response to a question on “risk management linked to natural disasters” in the House of Advisors, Mr. Laftit explained that the Fund to Combat the Effects of Natural Disasters contributed to the financing of the aforementioned Program to the tune of one third of the total amount, emphasizing that this is one of the three sub-programs of the Integrated Natural Disaster Risk and Resilience Management Program, which was established as part of the proactive approach adopted by the ministry to monitor, control and track disasters, instead of just intervening when they occur.

Regarding the second subprogram, the minister noted that it concerns the development of strategic planning mechanisms and the improvement of the institutional framework for the management of risks linked to natural disasters, which enabled the adoption of the national strategy for managing these risks for the period 2020-2030.

In this sense, he stressed that this strategy is intended to be a key mechanism which has made it possible to unify the strategic vision of all the actors concerned through the adoption of an integrated and participatory approach and the strengthening of coordination and of good governance between the different public authorities, while developing the capacities and means of establishments working in the areas of monitoring, relief and intervention.

As for the third sub-program, Mr. Laftit specified that it aims to improve the financing and insurance process in the face of risks linked to natural disasters, evoking in this sense the creation of a compensation system for victims of natural disasters under the promulgation of Law 110.14 establishing a system of coverage for the consequences of catastrophic events.

This system establishes a dual compensation modality, combining an insurance scheme for the benefit of victims with insurance contracts, and another solidarity scheme for the benefit of people not covered, whose compensation is ensured by the Fund. solidarity against catastrophic events, he added.
