Agadir – The Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Mohammed Sadiki, welcomed, Monday in Agadir, the “very positive” results achieved by the Regional Implementation Office. Agricultural Value of Souss-Massa (ORMVASM) for the year 2023.

Speaking at the opening of the work of the ORMVASM Board of Directors, Mr. Sadiki praised the technical and financial achievements of the Office, stressing the need for consultation between all stakeholders to optimize the implementation implementation of the regional plan of the Generation Green Strategy in the region.

In this sense, he recalled the importance given to the Souss-Massa region within the framework of the Generation Green Strategy which provides for a total investment of approximately 24.6 billion DH by 2030, including the realization of 234 projects benefiting 320,000 farmers and the creation of around 51 million working days.

The minister also pointed out the exceptional climatic conditions characterized by low rainfall in the region and its repercussions on agricultural activities, recalling the ministry’s programs aimed at supporting the animal and plant production sectors, the preservation of livestock and plantations. .

For his part, the director of ORMVASM, Nor-Eddine Kessa, presented the assessment of the physical and financial achievements of the establishment for the 2023 financial year, the progress of the execution of the 2024 budget as well as as the various aspects of governance of the Office and the technical achievements of the projects programmed as part of the Generation Green 2020-2030 strategy and the horizontal projects currently being completed.

He also informed the members of the Board of Directors of the state of the plant and animal production sectors during the 2023-2024 agricultural campaign, the broad outlines of the irrigation program and the development of the agricultural space within the framework of the national irrigation water saving program (PNEEI), the small and medium hydraulic program and in mountain areas, as well as the maintenance of irrigation equipment in irrigated areas .

The official also reviewed the emergency program for reconstruction and agricultural upgrading in areas affected by the earthquake in the province of Taroudant and the program aimed at mitigating the lack of rainfall on livestock and production sectors. of the region.

The members of the Board of Directors, for their part, highlighted the “exceptional and unprecedented” physical and financial results achieved in 2023, in particular the continued development of agricultural space and the improvement of efficiency of the water service thanks to the National Irrigation Water Saving Program by increasing the total area equipped with localized irrigation to 114,570 hectares.

The Office also continued the operation of maintenance and modernization of hydro-agricultural equipment and the rehabilitation of small and medium-sized hydropower in mountain areas, as well as the implementation of the development program for plant and animal sectors and support for agricultural development. Citrus production reached 429,000 tonnes and that of early fruits 1,934,895 tonnes (65% of citrus exports and 86% of early exports at the national level for the 2023-2024 agricultural campaign).

As for the execution of the budget, the ORMVA of Souss-Massa was able to record positive indicators during the year 2023, in particular by reaching 100% commitment and 97% performance rate with regard to the execution of the investment budget and 100% for the operating budget. For the recovery of irrigation water debts, the recovery rate reached 98%, thanks to the adoption of a communicative and participatory approach with the parties concerned, through awareness campaigns on the importance of payment , in consultation with the Souss-Massa Regional Chamber of Agriculture and the elected professional bodies.

After discussing the various achievements of the ORMVA of Souss-Massa, the Board of Directors approved the assessment of its activities and examined the accounts for the 2023 financial year, which were approved without any reservation by the auditor. .

This meeting was held in the presence of the wali of the Souss Massa region, governor of the prefecture of Agadir, Ida Outanane and the presidents and representatives of the provincial councils of Agadir Ida Outanane, Chtouka Ait Baha, Taroudant and Inezgane Ait Melloul, in addition to other members of the Board of Directors.
