Rabat – The opening of the project to consolidate legal texts aims to facilitate access to legal information in its entirety, said the Secretary General of the Government, Mohamed Hajoui, on Wednesday in Rabat.
A practical methodological framework has been developed for the consolidation of legal texts, highlighting the objectives of this process and detailing the rules, technical methods and procedures recommended for ministerial departments, explained Mr. Hajoui, during the presentation and discussion of the sectoral budget of the General Secretariat of the Government (SSG) for the year 2024, before the Commission on Justice, Legislation and Human Rights in the Chamber of Advisors, specifying that in a first phase , more than 20 consolidated texts have been developed in Arabic.
He added that the strengthening process will continue to encompass a larger number of widely used fundamental normative texts, evoking in this wake the establishment of a section dedicated to consolidated texts on the SSG website, allowing these to be consulted. texts in PDF format.
The SGG gives absolute priority to updating legislative and regulatory texts, insisted Mr. Hajoui, specifying that this is a process that is both necessary and urgent, aimed at aligning the legal system with economic developments. , social, cultural and environmental, while putting it in line with public policies, both horizontal and sectoral.
“The process of updating legal texts is a continuous and constant operation following the normal course of legislative and regulatory production,” he noted, noting that the majority of legislative and regulatory texts developed and approved are part of as part of the update, thus demonstrating the dynamism of the national legal system and its adaptability to the reforms underway in the Kingdom.
On the other hand, Mr. Hajoui highlighted the commitment of the SSG to renew its partnership with the Higher Institute of Magistracy, through the organization, last October and November, of specialized training workshops intended for executives legal documents relating to different ministerial departments, addressing the theme of “improving legal texts”.
“This initiative was widely welcomed by the ministerial departments concerned since its launch last year,” he rejoiced, explaining that the training program for the current year, with its 24 days of training, targets approximately 70 legal executives, including 50 belonging to 12 ministerial departments.
On another note, he stressed that the SGG will continue its openness to its administrative and institutional environment by expanding its offer in the field of the development of legal texts, considering including in the future a greater number of legal frameworks. belonging to various ministerial departments.
Mr. Hajoui also noted that the advanced level of digitalization within his department has made it possible to considerably improve the service of early publication of draft legal texts, thus promoting public consultation.
In this sense, he recalled that since the entry into force of the decree creating this service, the SGG has published 255 draft legal texts on its website, including 132 draft laws, 78 draft decrees and 45 orders.
Regarding the sectoral budget for 2024, he specified that it experienced a slight increase compared to the current year, estimated at 2.85%, in order to allow this department to continue the implementation of the action plan developed to achieve its strategy.
