Rabat – In execution of the High Directions of His Majesty King Mohammed VI, the Ministry of the Interior has increased its efforts to finalize strategic projects linked to the generalization of social protection and digital transformation, said Thursday in Rabat, the Minister of the Interior, Abdelouafi Laftit.

Mr. Laftit, who presented the sectoral budget of the Ministry of the Interior for the 2024 financial year, before the Committee on the Interior, Local Authorities, Housing and Urban Policy in the Chamber of representatives, indicated that the current year was marked by the completion of the unified social register (RSU) system and its generalization to the entire national territory, noting that the number of registrations via the national population register (RNP) reached more than 13.6 million people by the end of September 2023.

The Ministry of the Interior ensured, in parallel with the implementation of the RSU, the launch of a new project relating to the simplification and adaptation of the registration procedures adopted at the level of all social programs, noted Mr. Laftit, noting that the number of beneficiaries of the compulsory health insurance scheme unable to pay contributions reached nearly 4.7 million people at the end of September, who were registered through the new compound targeting procedure of the RNP and the RSU.

In the same vein, the minister indicated that the computer system relating to the direct aid program for widows in precarious situations caring for orphaned children has been redesigned to be compatible with the new targeting system.

Mr. Laftit also affirmed that the project to modernize civil status management has seen tangible development in all its components, noting that 872 civil status offices have been connected to the ministry’s central computer network, bringing the total number of offices linked to this network to 2,311.

The minister underlined, in this sense, that the expansion of the technical and IT infrastructure has made it possible to accelerate the pace of generalization of the progressive use of the civil status computer program.

Concerning the land management of Soulaliyate communities, and in application of the 2023 objectives-means contract, Mr. Laftit stressed that the ministry continued its efforts to implement the 2022-2026 strategic action plan, particularly in this context. which concerns the project of mobilization of agricultural lands belonging to Soulaliyate communities and the project of appropriation of “bour” lands for the benefit of members of these communities.

The ministry continues the implementation of the 2020-2024 action strategy which aims to integrate soulaliyate communities and rights holders into the process of development and local job creation, giving importance to the approach gender and by encouraging young people to create projects and income-generating activities (AGR) in different areas, he said, noting that his department received action plans for this year concerning 25 prefectures and provinces, comprising nearly 397 projects and AGR, whose contribution approved by the ministry reached nearly 77.5 MDH (25% of the overall financing value of 347 projects).

Regarding the implementation of the program to mobilize one million hectares of agricultural land belonging to Soulaliyate communities, Mr. Laftit noted that the ministry worked this year to identify a total area of approximately 344,000 hectares available and likely to be mobilized for agricultural investment, as well as the approval of the technical and administrative files of calls for tenders, in addition to the approval of the launch of calls for tenders covering an area of ​​nearly 160,000 hectares.

Referring to the project of appropriation of “bour” lands for the benefit of members of the Soulaliyate communities, the minister stressed that measures have been taken to accelerate the pace of execution of the action plans relating to the appropriation operation. at the level of the prefectures and provinces concerned.

Regarding developments on the issue of the territorial integrity of the Kingdom, Mr. Laftit assured that the support provided to the efforts made at all levels concerning the issue of the Moroccan Sahara constitutes one of the priority subjects for the Ministry of the Interior , in accordance with the vision and strategic choice of His Majesty King Mohammed VI in order to definitively close the file around the Moroccanness of the southern provinces of the Kingdom.

The minister underlined, in this context, that the latest resolution of the Security Council, extending for one year the mandate of MINURSO, in light of the current international situation, confirms the choice adopted by the Kingdom, under the wise leadership of HM the King, for a definitive settlement of this artificial conflict, specifying that the Ministry of the Interior deploys all its efforts to promote the development of the southern provinces, which are equipped with equipment and infrastructure similar to those in the other cities in the Kingdom.
